
ORMS is the new National on-line property database management application used to control all CAP non-expendable property regardless of source. ORMS replaces the previous system known as CATS. It can be found in eServices and is used to conduct the annual inventory and individual issue revalidation, transfer and accept equipment, report items as damaged or missing, issue and record expendable items (uniforms), etc. All transactions are conducted on-line with additional or supporting documents uploaded into the System.

Obtaining Uniforms from Wing SupplyThe Wing Supply has a limited selection of BDUs and Male/Female Blue AF uniforms. Use the LACAPF 17 to request uniform items. Very Important - Consult the sizing/measurement guide to determine the proper size uniform needed. Send the LACAPF 17 to the Wing LG by facsimile, e-mail or mail. If the desired items are in stock, we will fill the order and contact you to make arrangements for pick-up.
Be sure to use the ORMS on-line CAPF 111a to log uniforms issued to the member!
Real PropertyReal Property is your physical buildings. It is your parking lots and hangers. It is where you meet to conduct routine CAP training and activities. All new acquisitions of real property must be approved by the Wing and Region Commander and reviewed beforehand by the State Director and Wing Legal Officer.
Real Property SurveysCAPR 174-1 requires that unit commanders complete a Real Property Survey for each building, hanger, aircraft tie down, and parking lot that they may use. Surveys are required on all property regardless if it is purchased, leased, licensed, donated or other no-cost agreement. Updated Surveys need to be completed and submitted to Wing HQ whenever there is a physical change in the location. Real Property Surveys become valuable tools and documentation when it comes to filing insurance claims for damages or loss of property. Very Important: Be thorough and detail oriented when filling out this survey. A blank copy of the Real Property Survey can be found below.
Lease AgreementsCopies of all lease agreements need to be on file at Wing Headquarters. If no formal lease agreement exists then unit commanders need to write a ‘Memo for Record’ listing who the verbal agreement was made with, contact information, and any limitations to the use of the property. Remember that only the Wing Commander can sign lease agreements as a Corporate Officer. If you have any question about a lease agreement you should contact the Wing Legal Officer for guidance.
Appointment of Supply or Logistics OfficersAppointment of individuals to either of these positions will be accomplished on a CAPF 2a. On the reverse side of the CAPF 2a is the Transfer of Property Accountability Statement which must be signed by the incoming and outgoing Supply/Logistics Officers upon initial assignment or subsequent changes in Officers. A copy must be sent to Wing HQ for filing.
Be sure your duty assignment is also listed in CAP eServices! Your on-line duty assignment will determine your level of access and permissions to conduct inventories and review, enter, or change items in the ORMS. Remember that progression in the Logistics specialty track requires more than mere performance of Logistics/Supply Officer duties. The Transportation Officers are responsible for the management and upkeep of the numerous ground vehicles issued to LA Wing. There are several recurring reports which need to be filed, as well as approved LA Wing supplements to some CAP national regulations. In the near future we will expand this section to include links to those forms and supplements, as well as calendar deadlines for submission of recurring reports.
